From his deceased father, the protagonist assumes the role of a "agent" who assists Kamen Rider. Together with 16 distinctive Kamen Riders who differ in age, occupation, and beliefs, they are entangled in a conflict to alter their "predetermined destiny" and reclaim their memories.
